Course Description

The Joint Health and Safety Committee training for BC is an 8 hour online course. The training is designed to introduce all the fundamentals of a Joint Health and Safety Committee and to provide JHSC members with the tools necessary to effectively carry out their general duties and OHS activities. This course is ideal for new and existing JHSC members, chairs, and co-chairs, JHSC alternates, and Worker Health and Safety Representatives.

WorkSafeBC requires all worksites in British Columbia with 20 or more employees to have a Joint Health & Safety Committee.

As of April 3, 2017, all new Joint Committee members must receive 8 hours of training on the following topics:

the duties and functions of a joint committee
the rules of procedure of the joint committee
the requirements around conducting incident investigations
the requirements around conducting regular workplace inspections, and how to make regular inspections
the requirements around responding to a refusal of unsafe work
the requirements for annually evaluating the joint committee

Participation in this course meets the requirements of section 3.27 of the Occupational Health and Safety Regulation.

Course Outline

Understanding the OHS Act, Regulation, and Guidelines

Learners will gain a comprehensive understanding of the Occupational Health and Safety (OHS) Act, including its purposes and the key regulations and guidelines that govern workplace safety in British Columbia. This foundation will help committee members navigate legal requirements and ensure their workplace is compliant.

Duties and Functions of the Joint Health and Safety Committee

This section covers the core duties and functions of the JHSC, including how to effectively carry out responsibilities such as hazard identification, risk assessment, and fostering a culture of safety within the workplace. Participants will learn how to contribute to the overall safety strategy of their organization.

Incident Investigations

Learners will explore the JHSC’s role in incident investigations, gaining the skills necessary to conduct thorough investigations, document findings, and recommend corrective actions. This knowledge is critical for preventing future incidents and ensuring a safer work environment.

Workplace Inspections

This section teaches participants how to conduct regular workplace inspections, identify potential hazards, and implement corrective measures. Learners will differentiate between types of inspections and understand how to plan and execute effective inspections that meet regulatory requirements.

Responding to Unsafe Work and Evaluating the Committee

Participants will learn the procedures for addressing work refusals due to unsafe conditions and understand their role in these situations. Additionally, this section covers the annual evaluation of the JHSC’s effectiveness, ensuring continuous improvement and compliance with legal standards.

Roles and Responsibilities of Committee Members and Co-Chairs

This section focuses on the specific roles and responsibilities of JHSC members, co-chairs, and alternates. Learners will understand how to navigate their roles effectively, work collaboratively, and follow the committee’s rules of procedure to maintain an organized and efficient safety committee.

Developing Effective Committee Recommendations and Analyzing Minutes

Learners will acquire the skills to create meaningful committee recommendations, both informal and formal, that can lead to real improvements in workplace safety. Additionally, participants will learn the importance of analyzing meeting minutes to track progress, identify areas for improvement, and ensure that the committee’s actions are effective and aligned with safety goals.
